Australia’s leading public service officials are advocating for limitations on the editing and distribution of video footage from parliamentary hearings on social media, citing concerns that decontextualized clips could subject individuals to mockery and harassment. The Secretaries Board, which comprises heads of government departments, has expressed that public servants did not agree to their images and testimonies being used for political agendas or in manners that could potentially endanger both individuals and the broader public service.
The board is proposing that footage from parliamentary hearings should not be altered or captioned when shared online. They also recommend implementing restrictions on political content that singles out individual officials for derision or harassment. As an alternative, the board suggests providing full recordings and transcripts of hearings while disabling comments to ensure that public scrutiny remains focused on evidence, administration, and accountability, rather than on personal attacks.
This initiative comes in the wake of concerns voiced by Celia Perkins, the deputy secretary of the Defence Department. Perkins highlighted that public servants did not consent to their testimony being repurposed for social media distribution outside the official parliamentary process. Nevertheless, her request was turned down by a Senate committee following advice from the Senate clerk.
Opposing the proposed restrictions, Greens senator Steph Hodgins-May contends that parliamentary hearings are public events, and Australians should retain the right to access and disseminate their content. Hodgins-May warns that imposing limits on how parliamentarians can use footage could undermine parliamentary oversight and diminish transparency, though she acknowledges that public discourse should remain respectful.
